First of all, I want only people who experience this situation before to answer this.
One of the neighbor is kinda like a latin thug. Sometimes he had all these 10-15 thugs hangout right out ide of my house. I live with my family and we're Chinese. The part which worried me even more is that they kept checking out my little sister and calling her "sexy, come here". She's worried too.
We're afraid something might happen to us if we call the security guard around our area. Besides, the security intentionlly doesn't do anything. He just kept telling my family it's legal for people to make gather around and make noises as long it's not midnight. It's the "policy." And we can't just move, it takes time and money.
I thought about calling the police but what if they retaliate or something. For people who faced similar situations, what should I do? I really don't know.

For such difficult situation such as yours, you have the right to be scared with all these Latino thugs hanging outside your house every day especially your younger sister.
I presume you got business establishment there for staying in the US for quite a while now. I did practically experience these kind of dilemma before, but the approach we did is not that much pleasant to read here. Since I donot think you got friends who are thugs too. But to be in your shoes, the first solution I got in mind is talk to the security department regarding your problems if they donot take action(take a written document that you had reported this one to the security office), then go to the police. I donot think the police will have to wait for something nasty to happen to each one of you out there. Do not be afraid in telling the police regarding the threat of something might happen to you or your family. Are you going to wait for something to happen until you report this one?
They will retaliate definitely, but the police have them already as primary suspects if something happen either to you or your immediate family. Take the risk or take what is left to your family, take a choice.
Or if you have enough investment then you could hire a PI, meaning Private Investigator, to track down or take surveillance of these thugs whenever or where ever they are. So that you could build a case in court to charge them if they step out of line. If you could handle a gun, have it license in your name and permit to carry it everywhere for your own protection and your family. And go to practice shooting every Sat. or Sun. to practically make you and your gun a deadly combination, it is just a suggestion if you donot want this then apply the other option. There are choices in life, all you have to do is take it or do nothing and just weep for the rest of your life.

Seriously if you are going to continue to live in the neighborhood, I recommend that one day, while there is only the "family" or whoever lives there, that you go over and just make friends with the guy. Play nice. You can not like them and be friendly. It is a lot harder to disrespect someone if you have had a conversation with them. Then later if there is a situation you could always say something to the thug about how it was uncomfortable or some such.

Neighbors are such an important factor in deciding where to live. It does seem like an intimidating situation. I don't see any reason in your statement for anything to tell the police. Until they do something to you, there is nothing the police can do. I'm afraid all of you will need to consider yourselves under house arrest until you are able to move. I hope you're renting. Thugs injury out with this because of the fact human beings such as you and others are to scared to do some thing. they are going to harass you besides so extra effective they harass you and the regulation is in contact than post with their crap. permit you know sister to forget approximately their words which will maximum possibly worsen considering that she isn't responding to their advances. in the event that they touch her report fees. one factor thugs hate is being bothered with the police. they're going to ultimately become bored with you all consistently calling the police and circulate directly to a diverse neighbor.

File a complaint against your neighbor in the nearest police station so that they will investigate and act appropriately on your concerns.

Call the law. If you don't do it now you may have to after they finish with your sister.
