My belt is like a tarnished gold with turquise stones.
I never wear navy, so I wasn't sure of the navy rules :)

Both are considered neutrals, along with black, white and denim (Thank you What Not To Wear), so yes it is perfectly acceptable.

Yes, you should wear whatever you are comfortable in, IF you don't care what people around you think. If you are trying to impress someone (a boss, a client, your boyfriend's rich mother, etc) then it helps to follow "some" rules of fashion.
(I am assuming you are female) As for your question about a navy top with brown shoes and jeans, I would accessorize with something brown or gold. A brown or multicolored belt. A scarf with navy and brown it in, gold jewelry, etc.

Jeans are kind of 'safe' areas - you can do whatever you want, colorwise.
But, if you wear a navy top, it would look better with navy shoes [ and match the jeans ]. Not necessary, but more attractive/coordinated.

I dont see y not!! Brown and navy blue go excellent together, if you wear it with navy blue shoes ud just look like the ocean, i say go for brown.
