A person who found money or any valuable item must surrender these to the nearest head of the local government. Publication will be made in order that the owner will knew about the lost items and could make a cliam. If the found items are not claimed by the owner after a long period of time, the finder can already claim what he has found.

The value will vary from state to state. In Wisconsin, anything that exceeds $25 must be turned in to the police department. After 30 days, you can request the item be returned to you if it is not claimed. The law would allow you to return it to the owner, if known, instead of the police.

As far as knowing who it belongs to, that would be a moral issue no matter what the value. Most people would agree to satisfaction of giving back far exceeds the guilt of keeping it. Think of last time you lost something, and how you would feel if you knew someone had it but refused to return it.

I was always told possession is nine tenths of the law. You lost money and it sucks but unless you can prove you lost it and he has it there isn't much you can do. Your probably never going to see that money again.

It depends on the jurisdiction but if you find money that you know is someone else's you have a duty to return it to the owner if you know who that is.
