Originally, "warp 1" was the speed of light, "warp 2" was 8 times the speed of light, "warp 3" was 27 times the speed of light, etc. The formula for the speed was w^3 times the speed of light.
However, there were a number of changes in various episodes and each series, sometimes inconsistent with other episodes.
For ST/TNG and subsequent series, Star Trek artist Michael Okuda devised a formula based on this original one, with some differences.
For warp 1–9, the speed if w is the warp factor, s(w) is the speed in km per second, and c is the speed of light, then
the speed is w^(10/3) times the speed of light.
In the interval from warp 9 to warp 10, the exponent of w increases toward infinity. Thus, in the Okuda scale, warp speeds approach warp 10 asymptotically.

Hi. Each warp factor was supposed to represent a value tied to light speed. Warp 1 was, I think, equal to 'c', warp 2 was eight times this speed, etc. My understanding.
