I think this question will be better answered in arts-> drawing and illustration section because there people actually know what they are taking about. Artists can give you educated advise.

It seems to depend on fashion a lot, too.

Usually, you don't want to wear more than 2 colors, 3 at most or you look like a parrot. You don't want to wear more than one bright color at once (unless fashion dictates otherwise). Like, you don't want to wear red and bright green unless it's December 24th. Classic combinations usually include tame colors with one bright accent, like a bright scarf.
