Unless things have changed in the last few decades, it's not just under the top. It completely envelopes the fags.

It's a moisture barrier that makes the packet a small humidor. Cigarettes that dry out burn harshly, I am told, unlike fresh ones.

have not smoked in l2 years now but i think it was for freshness.
