Yes! Unless the Perpetrator of the Fight is the one on the wrong, and realizes it, before it's too late. Now that's Philosophy.
Oh, By the Way, has The President ever Withdrawled our troops, and stop exploding the money on wars? It would have been wise for him to quit long time ago, but then again he got what he wanted, he is viewed as the winner, and he doesn't do more than make a phone call or sign papers to fight a battle. Now, you tell me, is he a loser, winner, or shall he pull all of us into the valley of megeddo to lose?

This is a leading question! Not at all times for there are situations when quitting turns out to be a wiser movein the end.A good example if a child was forced to enter schooling in a prestigious military school. Without resistance from the child, the child indeed continued his studies in the said military school. On his third year, he quitted for he thinks deep inside it is against his will.So he quitted!
His batch was sent to war. Most of them died. However, this child shifted to philosophy. And he was very successful in this field.

No, knowing when to stop fighting a battle you can't win, doesn't make you a loser, it makes you a knowledgeable person, and you stop wasting energy on futile things. Not following through, in that way of quitting, that's letting yourself down, selling yourself short, not reaching your full potential, not taking advantage of one's given talents. That is wasteful. I don't like the word "loser", it's too derogatory and can be taken the wrong way.

It might depend on the situation, which you find yourself into. Let's say that you are in a job, that is getting you nowhere, no promotions, no overtime, even though you work yourself to the Bone, and you work, more than 40 hrs. and to top it all, no one appreciates what you do, not even your Boss. So, what are you doing there? You quit, with no looking back, does that make you a loser? I don't think so, you quit that Job, because they were not showing that they were glad, to have a good worker like you, and no Pat on the back, to make matters worse. So, when you quit that job, you were winning, and you had no regrets, for moving on.

Nope. Not playing the game would. Sometimes knowing when to quit is better than seeing something through.
