I can see the cloudy area but can't make out too much more detail. This is probably either a fungal condition or a bacterial infection (Columnaris). The Columnaris has matted filaments that are matted together and the infection is roughly circular: http://www.fishjunkies.com/images/Columnaris2.jpg Fungal infections have longer filaments that are usually straight throughout their length and have an irregular-shaped edge. These rarely attack healthy fish though. Had you fish been injured by another fish in the tank? Or had it been rubbing up against objects in the tank (including the gravel)? It may have had a parasite infection and rubbed it side so much it caused an injury which the fungus infected.

The Columnaris can be treated with a broad-spectrum antibiotic (Furanace or Binox). Both the fungus and parasites can be treated with malachite green and formalin (this combo is found in many ich medications like Quick Cure and Rid Ich). Turning up the temperature a few degrees may also help while you're medication.

I would warn you that it is a diase that will spread to all other fish in the tank. Once a fish gets a serious disease, it is likely it will die unfortunately. but good luck.
