It would all depends on what she is asking you. Is she just calling to talk? Is she asking you to go somewhere with her?
or....do you just not want to have a relationship with your step-daughter?
I guess the most polite way to say no is "No, thank you". When she asks why, tell her the truth.

Does she call you as a friend to talk to?
If yes then you need to tell her when she calls that you are busy and can't talk. Keep doing this and hopefully she will get the message that you do not want talk at her convenience.

Come up with 2 or 3 logical reasons for your action the tell her no for those reasons.

it depends on what you are saying no about, for example if she's asking for a car or a big sum of $ say hell no! if she just wanna come stay with you for ashort weekend and its not the right time tell her, as much as i would love for you to come visit right just isnt the time,sorry. if she just wants to talk about something that makes you feel uncomfy refer to sentence b4 this one.good luck
