They don't, thats why Bush vetoed the funding bill.
But evidently, the Democrats think $82,000 a year Liberals need to be helped out by the SCHIP Program.
I guess Nancy Pelosi thinks that since Rosie O'Donnell got fired from the " VIEW " , she cannot afford health insurance for her child any longer.

One other point...not only can the STATES decide how high to raise the income level.....up to 400% of the poverty line which comes out to as much as $83000 in some states, but the definition of a child in the law can mean up to 24 years old.
I don't want my taxes going to pay health care for that. If you think it is a good idea, you can adapt me.

70k is not much money, particularly if your company does not have medical benefits. If you have to pay a mortgage, 2 car payments, plus medical coverage for yourself, your spouse and two children, there will be very little left.
The new dynamic that is going on in America, is that companies are trying to cut cost by not offering its employees medical coverage.
That is why Universal Health Care is needed, to help those who the company does not cover.
