Expresserd powers are those enumerated in the Constitution.
Implied powers are derived from the provisions of the law.
Inherent powers are the powers that need not be enacted under a law but can be exercised because it is inherent in the position of the official.

I have knowledge of Wicca (it was were I started from) and Paganism but I am not Wiccan, I am an eclectic Witch. Herbs are of the Earth, yes they have power on their own. Even without someone putting intent into it, they still have certain properties. The magickal properties, I believe, were always there and through trial and error, our great ancestors found what each was good for...either that, or they were given the information from their guides or the God and Goddess...or a combination of these things. Some of us have had experiences where we were drawn to a particular plant and intuitively used it for a particular purpose and later found out what it's properties were...and our intent was intuitively aligned with the documented properties. The herb/plant calls out to us and our intuition can guide us...and I am sure that is part of how we learned too. A wand that is made of wood, has energy in it before someone puts energy in it. It is from a tree and a tree is of the Earth. A candle creates a flame, the fire element is in nature. Basically, I feel that all things natural hold inherent power. I feel that when people say these things are just tools, it tends to be someone who has worked with them for a while and has learned to work without any tools...but at that point, they are working from within themselves (their finger becomes their wand) and/or using tools astrally. I follow the concepts and beliefs of Scott Cunningham. Yes these things are 'just' tools, meaning that they can help us out along the way but we can also be successful without them...but everything in nature is alive, it all holds energy, intent and purpose.

Expressed - those that are explicit and in writing
Implied - powers deemed to be implied by a written document but not expressly stated.
Inherent - powers that are not explicit or, specifically in writing but deemed certain by the Constitution or, the nature of sovereignty.

I don't know. Obviously when I was taught, 20 years ago, I was taught completely differently than others. For example, I learned active compounds and how to synthesize or purify them...you know, like gingerol (in ginger, good for nausea and migraine) into zingerone (good for babies with the runs) by cooking the ginger... I didn't really learn obscure "properties"
