my school says its an obligation for me to appy to CUNY Schools. They say its part of the school policy and not following can get me supsended...can they do that? Is that legal? I dont want to go or apply to CUNY. Any source would be helpful...thank you!!!!

If this is a public high school, the only purpose this would serve is to artificially inflate the stats on how many students apply to college (and are therefor accepted even if they don't attend).
Contact an education reporter at your local paper about this lie your school is telling the taxpayers about how great their school is. Manipulation of statistics is academic fraud - it's just like cheating on a test or plagiarism.

I do not, of course, know all of the details of this situation. Could it be that you signed some agreement earlier in order to get your tuition paid, which made it a requirement that you apply to CUNY? The bottom line is, that if there is some kind of an agreement that you took part in that said that you would apply to CUNY, then you need to uphold your end of the bargain. If the school itself has an agreement with CUNY that all of their students would apply to CUNY, and you knew nothing about it, then they can't force you as an independent person to do this.
I can only think of two reasons for this to be happening. One is that this is a private school, and you got some sort of financial aid which had as a condition that you apply to CUNY. The second is that the school itself is evaluated on the percentage of its students who apply to college, and they are trying to force everyone to do so to make themselves look good (and collect the money which may be associated with it).

I believe it's not legal for them to force you to apply anywhere, that is a personal decision. All they can do is encourage you to. You defintely should involve your parents, who should get an attorney involved if it actually does go so far as to involve suspension. I would say that maybe you should just go on and apply with no intention of going if you do get accepted, but this costs money and goes against the principle of free will. Ask them to show you written proof of where it states this in the school policy.

While they can encourage you to go to particular schools, they cannot force you. If they continue to harass you about the situation, have your parents call the school and speak to the guidance counselors and administration.
