When I buy yarn, I buy it on the cone, for the most part. It sells by the pound.
WEBS is my favorite inexpensive place to get yarn. Keep in mind the sizes of the cones are different, and you may need to call to find out the size of the yarn. I have knitting machines, weaving looms, and I crochet, so I use a variety of yarns.
I got some great crocheting cones of yarn from WEBS for $3 per cone, and some of the cones were 1.5 - 2 lbs each.
Smiley's is really inexpensive, and they have all types of yarns starting at $1.00 per skein.
You might try letting people know you are crocheting for charity, and Goodwill Stores usually try to help out.

The last 2 times I've had a chance to to travel to cities that have a Hobby Lobby, I found that they had a small clearance section of yarn. I got some different fun fur's and some other frilly stuff, from around 59 cents to $1.05 a skein. I think probably seasonal leftovers they move out to make room for new colors, so certain times of years may be better for finding these deals.
I also found Discount Yarn Sales and Smiley's Yarns online, but I've not ordered from them yet to share my experience. On both sites they seemed to have great prices. I think one you bought the yarn by the bag and the other you had to have a minimum order of $40.

I love to crochet myself and it's rare that I pay full price for yarn. I like Wal-Mart, but for the most part, I shop JoAnn's (Michael's and Hobby Lobby occasionally too). JoAnn's is great because you can receive 40% any one item coupons in the mail, in email, and they come in their ad (in the Sunday paper). Michael's and Hobby Lobby often have coupons in their ads too. Hobby Lobby sends them over email as well, but I don't know about Michael's. (Haven't tried signing up for their emails yet...) You can click on their websites below to see if they have stores near you.
As for cheaper yarns themselves, here the Red Heart Super Saver yarn is the best price, though sometimes it's not as soft. I also like Caron Simply Soft. These types of yarns come with way more yarn per skein than other yarns and they cost less too. (Caron also makes a One Pound skein, which is great too.) At the Wal-Marts here, both the Caron Simply Soft and the Red Heart Super Saver are about $2 a skein.

A friend of mine knits for Save The Children Fund and people donate their leftovers to her via our church. Charity shops are also good sources of odd balls of yarn.

Department stores would be your best bet. Or If you write to the "sunshine" column of your local newspaper, maybe you can get people to donate yarn.
