Say, if your neighbor's vines and/or shrubbery is growing on your side of the fence, in your yard, do they have a right to complain about losing property value if you cut it?

Generally, it is expected that you would give your neighbor a chance to do it himself if he wishes. Hopefully, he'll just give you the go-ahead. But, if it's on your property, you have a right to cut it, permission or not. I would try to be as nice as possible about this, though; it's not worth an ongoing battle with your neighbor.

no once the vines are in your property, you can take control of them so just cut them off

yes! and you can throw the cuttings over the fence but let them know u are doing it first. If they dont like it tell them tough nuggies!

you can cut it but to keep neighbuorly just dont throw them back over the fence.

you can cut them and in some cases by complaining to the city you can force them to remove them if they are too much of a nuisance, for example, among other reasons.

Yes, but ONLY on your side. Keep in mind, that if this cutting of yours kills his plant, you are responsible. Sometimes pruning a plant the wrong way can kill it.
