The only real choices that one has these days for operating systems are
Windows Vista, Windows XP, OS X (Mac), and, believe it or not, Linux.
Windows Vista, Windows XP, and OS X pretty much work out of the
box. Beginners can discount Linux unless they want to learn to excel with
computers (which might not be a bad idea given where the world is heading).
The Windows operating systems and OS X work with pretty much everything. If
you buy a digital camera, speakers, a better video card, or pretty much any
other device, you're very likely to get it to work in both Windows or OS
X. However, you're slightly more likely to get it working in Windows.
On the other hand, Windows is also more likely to break than any of the
other operating systems. So if you get Windows, you better be prepared to
pay for anti-viruses and maybe some technical support now and then.
Hard core latest-and-greatest 3D games run better on Windows.
Windows Vista is newer than Windows XP, so it has a few more
glitches. Windows XP is tried and tested, but just as easily broken by a
trojan or a virus.
OS X and Linux practically don't have any viruses and your computer might
never break.
OS X has a real Unix underpinning, so it can better take advantage of
everything that's going on with Linux and other Unix-like operating
systems.
Linux has the most software and will allow you to do more than any of the
other operating systems. Linux gives you complete freedom.
To sum it up, yes. OS X might very well be the best operating system in
existence today for beginners.
If you do choose to get on the path to computer guruness, then go with
Linux.
In the end, all three operating systems are among the most advanced,
complex things that humans have ever created. They are all awe-inspiring
and they are all evolving at an incredible rate. Whichever operating system
you end up with will certainly get the job done.

No, and neither is Windows Vista. Windows XP is still the latest and greatest.
