I can think of two possible answers:

1. Add water. Separate the solution from the rice. Boil the water until only sugar remains.

2. Find a sieve that has small enough holes to only allow the smaller sugar particles to pass through.

There are a couple of ways:

Mechanical: get a screen that has large enough grating for the sugar granules to pass through, but not the rice or toothpicks.

Chemical: Add water to dissolve the sugar. Drain off the sugar water and boil it to evaportae the water, leaving sugar crystals.

put it in water. the toothpicks and most of the rice will float. then stir the water until the sugar is all diluted. then anything you have left is rice. after you take that out, evaporate the water and all you have is sugar.
