Find a neighborhood with lots of kids. Ask at your local library or ask other parents of your children's schoolmates where they go. Where we used to live, we hardly ever had trick-or-treaters, but where we live now, we have TONS of them. I mean I easily go through 10-15 bags of candy. It's funny how some neighborhoods are more popular than others.

Hit friends and family first. Then choose a nice neighborhood and stay with the kids as they walk up and down the streets. But wait out on the sidewalk where you can see them but you're not hovering right over them. Schools here usually have a "Harvest Festival" on the week-end before also.

come down here to PHX. there are tons of safe houses that are right next to eachother, and is a reasonable distance for a child to walk.
ha,that is a long drive though..
maybe just look for an event with carnival activities and candy, and i am sure they will have fun.
