my magikarp is lvl 23 and wont evolve ... WTF!!!!!!!!
he is at the pkm daycare...took him out and made it fight twice...no evolution:S

Okay, after u take him out of the day care center, u need to grow it a level. Here are some easy ways to do it:
#1: Put magikarp first in your party. Then, go battle some strong trainers. At the very beginning of the battle, swap ur magikarp with one of ur stronger pokemon before ur opponent can attack. He'll get experience that way.
#2: Give ur Magikarp an experience share and do some battling
#3: Give it a rare candy

I think your problem is you made him fight twice. Once he's out of the daycare he needs to raise another level before he'll evolve.

Level Him up outside of the daycare center, and make sure it doesnt have an everstone equipped
