They must not. I had a neighbor two years back that when I moved, she was on her 5th kid...at age 22. Zero ambition. Zero Common sense.

"Why do so many poor people continue to have children, yet complain about being poor?"
For some people, having children is a government sponsored meal ticket. This is the direct result of easy government money via welfare. It is particularly obvious in the rise of single mothers by choice. That this is such an easily available choice without any charge of responsibility attached to it, makes it part of our collective problem as a society now.
There are even instances where there's an expectation of this privilege. See the link for more:

Children was not a factor and it was only after they were born that finances went sky rocketing that can make them poor being all those health bill and cost of caring for the kids. This will make anyone poor with or without a job.

It's because they are selfish. Instead of thinking of their children's well-being they concentrate on their own selfish needs. Some people have tons of kids because it will get them more government money. Some people have tons of kids just because children bring you happiness. I can understand them wanting to be happy, but they need to look at the big picture. Their kids will be most likely unhappy so they shouldn't keep making them. They should think about others.

While a part of the male anatomy is in good working condition the brain is dead. While there has been an endless army of organisations pouring $billions into feeding these mindless hordes there has never ever been anything constructive implemented to stop the birthrates. It has to become conditional that the govt. of any country holding its hand out for this endless support implement some form of contraception; limiting numbers one family can have for starters.

Environment. We think about those things because we were taught to think about those things but if you are the product of an environment where that kind of behavior is condoned and everyone around you is engaging in the same behavior, chances are, you're going to follow in those same footsteps.
