Yes I would take care of it fast but have you found the culprit on what caused the mold? YOu should look into that also because if you clean it then it just might come back again.

Is it just on the surface or has it gotten through the paper on the dry wall? Bleach is the only thing that I know of that kills mold. But after cleaning it with bleach you may have spots under the base boards and you can go get Kilz and its mold proof. Before you just get the mold off with bleach you really need to check and make sure its not inside of the drywall... it may have to be ripped out and replaced and you this is something that you will need to wear a respirator for and get the kids out of your house (if you have them)... I would call and speak to your local EPA about this.

since your black mold is UNDER your base molding, you may have a water/dampness problem in the wall.
You have to investigate of where it starts and if in fact it comes from behind the drywall and insulation.
The question is did you have carpets cleaned and left the windows closed, if that is the case then you could clean up this mess with a 10% bleach/water solution, scrub brush and protection for your hands and breathing.
Mold is potentially hazardous and precautions should be taken if you have any sort of allergies or weakened immune system
It will help if you run a dehumidifier in the home
*note* if you can see if your insurance will cover water damage or mold particulates to be removed , i know they do this for when you have major water leaks

If its a newly built house I bet the interior got wet at some time during construction and never dried out, or you have a place where ground moisture is wicking into your drywall. Mold is killed best with bleach, but then you need to dry the area completely, with heaters, blowers etc. and remove any permanently stained wall board (drywall,sheet rock, whatever you are calling it). If its newly built the builder should be responsible for fixing whatever moisture and mold problems you have. If its not, then you will need to be handing with a cutter and mudding if patching the drywall is necessary. Find the moisture source and eliminate that after you've taken out the obvious mold. Then you will probably be fine with no new growth.

Is your new house still under a warranty? I used bleach to kill some mold, I diluted it with 1/4 water and 3/4 bleach, I'm not sure how much and how big of a problem you have, if it's a lot you may want to seek professional help. It's not healthy if you have a lot.......good luck!!!!!

Bleach, bleach and more bleach. This should be done by a professional. Black mold is linked to tons of health concerns including cancer. Get out of that house and get it cleaned up. You don't want to get sick!

black mold is very dangerous please bring in a pro and have a air test done and also to see what type of mold it is . and also have pro company come in and do the clean up. andalso bring in a lic. contractor also please bo not attempt to do it your self. using bleach and deluting will only clean it up but it will not stop it from coming back..you have to find out where it is coming from and fix the problem

Strong bleach (undiluted Chlorox) is the easiest and best. If you get the mold off quickly that should do it.
If the house is new (not just a new one for you) you should be screaming to the builder for him to fix it.

Clorox Clean-up spray with bleach. It's the best for that purpose that I've ever found.
EDIT: DO NOT use undiluted/straight Clorox. Read the warnings on the label. It will burn and damage whatever surface you put it on, and the fumes could kill you. DO NOT DO IT!
