for me yes, i tend to like between B and C.. But even tho you're just 13 they may not grow anymore. Boobs come out for girls early, over time or in some cases in their early 20's. I don't mean to offend you, but what is more important is the boob to fat ratio. If you weigh 200 lbs, then I personally wouldn't give you too much credit for having a D cup. On the other hand, if you are only pleasantly plump, maybe that could work.
