No, Troy currently plays for the baltimore ravens as their 3rd string QB in the NFL.

First of all, the Raiders do not have a rookie QB. It also seems unlikely that the Browns would draft Troy Smith being they already have Charlie Frye and the fact that Smith may project to another position in the NFL. Even if he stays at QB he more than likely won't be a first round pick and maybe not even a second round pick.

Nope, fifth round pick I believe, lowest ever in NFL history for a Heisman trophy winner. Thrid string quarterback for the Baltimore Ravens.

I am certain that he isn't playing football in any COLLAGE...nor is he playing football at the COLLEGE level. He is in the NFL.
