Stuff can fall in the gas tank when you open the cap to fill up, like little dirt particles, dust, etc. Small particles can be pumped directly into the tank from the nozzle when you fill up. Pieces of the inside of an old gas tank can flake off in the tank.

The fuel filter prevents these small particles from passing into the carburetor or the fuel injection system.

It, um, you know, filters the fuel.

Seriously, it's like a little strainer that sifts particles of dirt and junk or rust that might be in your fuel tank or pumped there from the gas station, so that your engine only gets clean fuel and the fuel injectors won't clog. After a while it will get clogged up with all this stuff and you'll need to change it out, which is pretty simple to do.
