Pre-Med is not a major -- it is a collection of courses that applicants need to complete before applying to medical school. You can major in any subject -- as long as you take these courses. It is a good idea to take more than the minimum, so majoring in biology or chemistry is a good idea.
Nearly all colleges offer the courses that are required to get into medical school. Your GPA and test score won't get you into the more elite schools -- but you can certainly get into some college that is respectable.
The good news for you is that med schools don't look at HS transcripts, so if you do well in college, you still have a shot at medical school.
Go to the best college that you can get into.

What do you mean by Pre-Med? There really isnt a major called Pre-Med. Generally you go to a University and major in Zoology, Biology, or something like that, and then go to Med School afterwards. Now, there are some programs that you go right from undergrad into the Med School. I dont thin there are a ton of those. And with what you have, yes, its highly unlikely you would get in, they are extremely competitive. You're going to have to work on your grades really hard and do much better on your MCAT than your ACT to get into Med School. 20 is below average, and they wont even look at 3.0's. So really buckle down, and you might want to have a backup plan- I knew several Zoology majors in college that ended up not getting into Med or Dental school- one is now a Real Estate Agent, and the other is a waiter, which are both jobs that you dont need a degree for.

There is no "pre-med" program in college. Pre-med is a term that is used to indicate that you are on the track of going to med school, or your wanting to do so. That is to say, you cannot declare a pre-med major. You can take classes that are pre-med prerequisites, however.
As far as your current grades are concerned, the only thing it will affect is the college that you can current get into. Now indirectly, this may influence the classes that you need to take prior to getting into med school. However, aside from that your HS grades should have no direct bearing on going to med school.
It should be noted that your grades in college are highly important in affecting your chances to get into a program. The competition is very high. Thus, your current grades and study habits may be a sign of how you will do in college, if your current trend continues. The good thing is that you have time to change, develop good study skills, and of course, start fresh once you are in college.

No, that should not be a problem in going into pre-medicine. Many students are coming in with higher GPAs from high school, but a 3.0 is not bad for getting into college. The ACT score is not the best, but that is still a decent score. If you are very worried, I would recommend re-taking the ACT for a better chance at getting into the school of your choice. Once you get in you need to try and maintain around a 3.5 or above GPA for applying to medical school since it is becoming more competitive each year.

Taking the pre med classes in not a problem, as long as there is room in the class.
Your grades in high school are not as important as your grades in college. It is very difficult to get into med school.
