How do you make fog come out like over liquid like this,

You have to use liquid nitrogen and water.

Just get some Liquid nitrogen. Liquid nitrogen ice cream is the best. We invented it.

Drop "dry ice," CO2(s), into water. They do that regularly at the Metropolitan Opera to cause "smoke" "fog" to roll onto the stage.
