you must be referring to the pelosi/reid regimes invention of unilateral surrender. nothing demoralizes a military like a has been politician declaring surrender before a war is even over. bush and cheney have done a hurclean effort despite the constant grandstanding and posturing of the pelosi/reid regime for polticial favor and have accomplished much when compared to the 11 percent congress.
