I wanna buy take my friend out to dinner for his birthday and I would like to fin out what he's into. How do I find out? Or does anybody know what a 16-year old is into?

I want it to be a surprise and I have only known him for about 9 months so I don't really know what he is into.

I think taking him out to a place that is fun with an upbeat atmosphere is more important on his birthday than finding out his "Favorite food".
He will enjoy himself more with good friends and having a good time with you while still finding something on the menu that he enjoys. It's more about the celebration than the food.

Call his mom and ask her.
Most 16 boys will eat anything
that doesn't eat him first.
Some boys are all meat & potatoes
and some are into salads and helthy stuff.
If you are still in school watch
what he eats at school.
You can casually bring this up by asking him,
What food do you wish rhey served at school?
He'll at least give you some ideas.
Or you could ask him & a bunch of his friends,
tell them you are doing a survey.

Next time you talk to him, just say something like "I'm soooo hungry but I don't know what to have for dinner." Ask his advice and maybe it'll turn into a convo about fav foods. If he doesn't take the bait, say something like "If you could eat anything in the world right now, what would you have?"

just ask him where he would like to go, and let him know it's on you, your treat. i don't know the guy so i couldn't tell you what he wants, only he would know.
