I don't know what the card has to do with it, or why you put this question in this forum, as opposed to the "Health" forum, but, in general, a paper cut cleanly slices the skin open.
The exposed inner dermal layers will be sensitive to the air, and, thus, will "sting".
In most cases, the cut is so quick and clean, that bleeding may not occur, or a little blood may be found on the source and skin, but the flow usually stops, quickly.
After cleaning the wound, which is usually small, it is advisable to put some form of bandage over it to protect it from the environment and infection. It usually heals within a week, depending on the overall size of the cut.
