Like any plant, you water it when it is dry. Just feel the soil for moisture and if there isn't any then it's time to water. I can't say exactly when because it depends on the size of pot, light, and humidity. As for the wires, I would suggest you leave them until your plant is mature and well established. They branches that are wired should be thick and woody before removing.

I dont want to answer the watering part cause it depends on info you didnt give

but the wires can be removed when the branches stay in the position that the wires were meant to train them into

I grow regular potted trees and am constantly rearranging my wires to keep the plants to my evolving designs
