I realize there is a lot to it, but could a person be taught the basics (enough to create their own simple website) without having to take classes? Anyone have any good ideas where I could learn the basics without spending a lot of money and time?

A person can learn the basics enough to build a basic page in a weekend or so. There are all sorts of tutorials out there for (x)HTML and CSS. I think it will take a couple weeks for you to be comfortable with CSS but you can learn HTML in a weekend if you put your mind to it.

Basic HTML isn't that difficult. There are LOTS of good tutorials online. http://www.w3schools.com/html/default.asp is an excellent site, with good introduction and learning samples.

What is here is good, but I'd also suggest that you get a few "test" boards... I use invisionfree. I play around with the codes on a test board, and when I get it looking right, I move it to one of my sites or a "real" board:

w3schools.com is one good place to take what you might call self-paced classes online (free).

I learned on my own, trial and error, over the course of, say, 6 years, but I'm not finished yet, and I daresay, never will be.
