It probably just moves to a different location. There is a lot of ground to cover on the Earth. Maybe it is just windy in China instead of the US.

Wind is just moving air. When air doesn't move, there is is no wind.
You may as well ask "What happes to the place I was when I am no longer there?" The question, like yours, has no meaning. If sound eventually dies away, absorbed by objects and the air, does that mean that the sound never existed, in the first place?
