Well the "740" repeats, so it's definitely a rational number. That means it can be written as a fraction.

999N = 11.5740 - 0.0115

As for what it "means", I don't know of any cases where this is some kind of special number.

I don't know if it's special or anything, but if it's a repeating decimal you can turn it into a fraction. Something like (1157/100,000 + 407/999 - 40740/100,000).

WHOA! that is one long frekin' decimal. o.k. the number 740 keeps on going,right? So that makes the decimal a repeating decimal. To make it easier on you and your eyes, just put 0.0115740 and put a line above 740 symbolizing that it repeats 740.

THIS IS OBVIOUSLY A PERIODIC NUMBER BUT IT MEANS NOTHING. A NUMBER WITHOUT ANY UNITS MEANS NOTHING. IT DENOTES A QUANTITY OF SOMETHING THA COULD BE THE RESULT OF A DIVISION OF TWO OTHER AMOUNTS.
