Certainly the French Nobility did not want him back, nor did the French Church. But the people and the army did want him back. The mystique of the Kingship of France was lost when Louis lost his head in 1789. From then on, Monarchs were forced on the French people but, ultimately, to no avail. France was Republican and Secular, two things that a corrupt Church and Nobility can not abide. Napoleon took them away from that and, though a dictator, gave the poor a better living standard and some semblence of justice.

Unfortunately for France, he was also a trouble maker on a global scale and, so whilst they may have wanted to keep him, the res of the Europe grew weary of him. After defeating him the first time and exiling him, they were shocked to see him reappear and raise the French army again. Every head of state of Europe declared him outlawed and he was defeated by combined British, Belgian and Prussian army.

Napoleon set up courts and a code that still exists today, they even use it in Louisiana. He created justice, and then like so many, did not know when to quit.
After his first defeat, he was exiled and the Royalty of Europe forced another King from the same line the French people had tossed out. When Napoleon escaped and returned, the army was sent to take him. He offered himself to the troops and to them, he was the real ruler of France. Then he was defeated and Waterloo. He grand Nephew later joined in the revolt that tossed on the last King and was crowned Napoleon III, who was toast as soon as he took on Prussia which led the North German Confederation, and beat Napoleon III with dispatch. Then the French decided the USA had the best idea. The French Republic was born.

They were under attack, and Napoleon was very good at defending France and taking the battle to the enemy. He made people feel proud to be French. But in the end, I'm not much for dictators. I wouldn't want him back.
