Not sure what a question about community college has to do with the NFL but here goes.
A community college WR 40 time? 4.6 or 4.9
A community college RB 40 time? 4.5 to 4.8
How many yards per second? While running a 4.5 second 40 yard dash you would be covering roughly 8.9 yards per second on average.
You'll find decent high school football players on a community college team. But 90% of the time these guys do not have the size and/or abilities to ever get beyond a division 3 level of college programs.

WR: 4.2 -4.5 seconds on the 40 yards dash
RB: 4.3-4.6 seconds on the 40 yard dash
Also help to have good hands and good footwork. Even if you have those kind of speed, you better be able to do the other duties for that position, like be able to catch, not fumble, etc.

Most wide receivers run a 4.3 second, forty yard dash.
Most running backs run between 4.4 to 4.7 depending on their size.
The 40 yard dash is used to time people in football.

It doesn't mean that if you fast, you can be a WR or RB. What happen if you fast, I meant really fast, but you couldn't catch the ball. You could run fast, but couldn't break any tuckle. You have to be fast and strong.
