I was told by Legal Zoom that if I got an LLC in the city I woulod have to advertise my company in a local news paper, and the cost for that was 1,1000 bucks. If so what the hell does the small business adminstaion do all day, this feee is outrageous and prevents people from moving on. Please help me figure this out?

yes, it's publication fee....it's required...and depending the area you are at...the fee in nyc sounds reasonable....you might want to get a quote from more people....i used Blumberg

If you are going to function in NYC, you had better have a lot better resources than finding $1000 limiting.
Or, for example, you could work as a DBA (doing business as) sole proprietorship instead of a limited liability corporation.
