I think it would be cheaper if I could make chair pads. Is there a way I can make them myself were they are not flat and look good?

No offense meant at all to the Plywood base answer, but I pretty clearly see you asked about chair CUSHIONS.

Do you have a JOAnn fabrics local? walmart? Etc. Foam cushions often precut, or in sizes to cut.

Then it seems pick a fabric; know how to operate a sewing machine, and do what you need.

You can probably find Buttons, with hooks to stitch in and TUFT the cushions if that's your goal. You can very likely add same fabric TIE offs to the cushions.

PADS suggests something a bit different, many are sold, and you can probably find examples online; such as a rag rug look, a looped/rope rug look; Crochet; needle point; tapestry look; etc. Though they will likely be FLAT.

yep, seat covers are easy. cut a thin piece of plywood to fit the chair. cut a piece of foam, as thick as you want the cushion to be, about 1/8 inch smaller than the wood (doesn't have to be precise). pick out your fabric and measure out an extra 3 inches or more (depending on the thickness of your foam). you may have to do a little tucking in on the corners or along the front edge if it curves, but once you have the fabric the way you want it, staple the fabric to the bottom of the wood with a staple gun. you can use hot glue or a few nail brads if you need to, but if you pull the fabric tight as you staple around the edges, you should be okay.
