I believe this is a constant problem with my toilet. The water level inside the tank is only supposed to rise to the level of the line that says "water level". A stiff plastic tube that goes upright (don't know what it's called) makes sure that the water can't overflow the tank; when it gets too high the water goes down that tube. The problem is that the water is supposed to stay down at that "water level" line and not rise any higher. Mine doesn't. The water in my tank rises to a level where it drips down that tube 2-3 hours after I flush it which means that the water is always running a little bit.

It isn't enough that I can hear the tank filling up; it slowly leaks water into the tank over that 2-3 hour period until the level is high enough to leak down into that tube. Does anyone know what parts are faulty in this scenario and what I can do to fix it? I'd like to fix it on my own if possible.

If it has a ball float, there is a screw at the end of the rod (actually 2 screws). Turn the one on the right hand side clock-wise. This adjusts the arm/rod to shut off the water supply. If no ball and arm, I would suggest replacing the fill-valve. A Fluidmaster 400A fill-valve is less than $10 at Home Centers and hardware stores. It has very simple instructions and is a great valve,

The float in the toilet is what shuts the water off. There is a adjustment on the float. The float should look like a big black ball. If you turn the ball or the rod the float is connected to counter clockwise it should adjust it. The float is angled at a angle. Moving it out will making it sit a little lower in the tank. As the water level rises the float moves up. Doing that should shut the valve sooner. Give it a few turns and watch to see if the water stops. If not, give it a few more until it does. Best of luck!

you need to alter the ball valve so that the lower it sits in the water the quicker it shuts off, if you lift the ball valve up manually you will see how its mechanism shuts off the water depending on which cistern inlet valve you have ( old? new? describe it to me and I will advise for that particualar valve.
