Bush is very cocky. He never admits when he is wrong. Heck, two-three years ago him and Cheney said we were in the final throws of the Iraq war. Then after the final throws, why was he asking for a surge?
Bush has wracked up trillions of dollars in US debt. Even Republican Allen Greenspan stated that Bush was horrible on controlling spending.
Bush sucks at international diplomacy. You don't start naming off country after country as being part of the "Axis of Evil", especially some that are your allies. That is very similar to what Hitler and Stalin did.
Before you start stating that Bush liberated 50 million muslims from tyranny, you'd better start asking them if they feel they were liberated from tyranny or whether they feel like they are now under the tyrrany of the US.
He has not restored honor or dignity to the White House. If anything, he has destroyed it. Just to name a few dashes to the dignity of the White House:
1.) The federal prosecuter scandal regarding Gonzales
2.) The leaking of Valery Plame's CIA identity
3.) The discovery of secret military prisons in Europe
4.) The torture of Abu Graib inmates
5.) The indefinite imprisonment and torture of inmates in GITMO without the right to a trial
6.) The secret NSA spying on American phone calls in the US
7.) Intentionally misleading the American public that there were weapons of mass desctruction in Iraq to serve as a basis for war
8.) Taking over a week to respond to the Katrina disaster
9.) Running up the federal deficit more than all of the other US presidents combined
10.) The US dollar has fallen like crazy. It used to be on equal standing with the Euro. Now it takes $1.46 to equal one Euro.
11.) Charging into Iraq BEFORE the investigators were done. And going into Iraq even though the investigators stated there were no weapons there.
12.) And the aluminum tubes that were supposed to be headed to Iraq that were thought to be for a nuclear program. The so called "experts" that the Bush Administration put forward that stated they were for nuclear weapons didn't have any expertise at all in nuclear programs or nuclear weapons.
13.) And the Bush Administration informants that were supposedly close to Hussein had some slight story problems. Their rank kept on changing each time they gave an interview to a reporter. Not only that, but one of them was a Kurd. As many of the US reporters in Iraq stated, the idea that a Kurd was one of Hussein's right hand men is ridiculous. Hussein would have had the Kurd killed the minute he walked in the room.
And that's just the tip of the iceberg.
If you think Bush is a good president, start talking to citizens from other countries and their opinion of the US and Bush since Bush took office. The majority (about 90% or more) very much dislike him.
When an ultra conservatives like James Buchanan an Richard Lugar (senior member of the Senate Foreign Relations Committee) say that Bush is doing a horrible job on foreign policy, then Republicans ought to sit up and listen.
Every book that I have read from sources close to the Bush White House has shown the Bush Administration in a somewhat unfavorable light. Even including the very conservative people that were close to the White House. The former head of Bush's Office of Legal Counsel repeatedly called the administration power hungry, working to increase the President's power at any cost.

Well, just look at Bush. It is quite obvious that Presidente Fox was correct in his assessment of Bush. Since 2006, around November, the swagger has diminished and the smirk is all but gone. Gee, I wonder why?

I would say it is other leaders view that Bush rarely admits mistakes. Bush does make a point to avoid questions about mistakes and rarely make genuine apologies or admissions. Other leaders probably see this as Bush always assuming he is right, and others are wrong, which would appear cocky to another leader.

Greetings from Earth!!! Here in reality a 25 percent approval rating doesn't mean you've restored honor or dignity to any place. An AWOL soldier is not honorable. And the economy stinks (do you even know what the housing market is????).
Cocky and stupid is not a good combination.

maybe its a cons inability to understand what makes a person arrogant ("cocky") that makes them so much more susceptible to suffering from it.
it doesn't take a genius to see that Bush is more than just confident. from his corny condescension to his charming dismissive southern appeal, his stubbornness and "i know better than y'all do" attitude is right there on the cuff.

The only action he ever saw was when he failed to report for his physical and was drunk in Alabama. Before he was grounded for failure to appear, he flew obsolete jets, and in those days, rarely is ever were the national guard ever called up for duty
