You can not answer that question conclusively but here is a hint:
We know theoretically how to build space telescopes that can see planets with reasonable resolution from across the galaxy. The laws of the universe are the same for us as they are for the aliens, so they can know how to see us. The only difference between us and them, if they exist, would be how far technologically developed they are and if they are actually interested in watching the universe and looking for signs of life.
So if they are a little bit further down the road than us (the equivalent of 100 years of human technological civilization) and they care, they are for sure watching us. If they don't, well, then they don't.

hey dude there may be aliens watching us right now.... u know we have only discovered a portion(very very small) of the sources of energy... so there might be other forms of energy which allow bending of space and time, so that the aliens who have mastered that can come to pay visits to our blue planet... hey u know that aliens actually visited us, and by the way, they can also watch over us using rays comparable to the x-ray or infrared.... AND THERE IS A HIGH PROBABILITY THAT THEY ARE WATCHING OVER YOU

it is ignorant to say a definate yes or no because you have no solid proof
i like to look at it this way, our galaxy contains 200-400 billion stars, how many of those billions of stars could have planets cable of making life?
then try to imagine galaxies like andromeda that can have over one trillion stars? (correct me if im wrong)
now try to imagine the countless billions of galaxies each with their hndreds of billions of stars, makes you think huh?
unless the aliens "watching us" are from our milky way though i find it highly unlikely since andrmeda itself is 2.5million light years away....so even travelling light speed it would take that long to get here.....basically if you look at that galaxy you are seeing it how it was before humans ever walked this planet
