Can you take it off and re-use the stamp?

Well, you might but some of the cancellation ink can be seen in UV light -- So while it may not appeared to be cancelled it is.

Now is 41cents worth the federal fine for mail fraud? Think hard about that one. How much of your time is worth 41 cents?

Morally, no but since the stamp was not cancelled (stamped), you can use it again and the U.S. Post Office would be out of the cost of that stamp. Basically, you are stealing from the U.S. government by reusing stamps that were inadvertently not cancelled.
