on the guitar?? and how can u tell if one is a power chord or just regular chord???

The two explanations before me are correct. But also, power chords are very simple rock notes used in a lot of punk rock songs. Notice that most of the Ramones and green day songs are based on a combination of 3 power chords.
Power chords are usually very easy to play since you can use 2 fingers to play them and produce a very simple and rocking sound.

A regular chord is made up of a fundamental, a third, and a fifth (like A, C#, and E). A power chord leaves out the third and just uses octaves and fifths (like A, C#, A an octave higher, C# an octave higher, etc.)

a power chord is made with two notes i think only on the two top strings
