tap water as we know it is not pure it contains chlorine and the other millions of chemicals and salts(which aremostly ionic compounds)added to it and in the case of hard water there are also magnesium and calcium ions.
Due to the presence of these ions when an electric current flows through the free ions carry the electricity however distilled water contains only the water molecules and so there are no free ions(electrons) to carry along the current. this results in non carriage of electricity by the distilled water.

Well, what has to be present in any solution for it to conduct electricity? You must have ions of some kind in the tap water. Distilled water is purified by boiling and condensing to remove salts and other compounds from the water.
