Steam is only good for water soluble glue on stamps. The self-sticking stamps can be removed by putting the envelope between a thin layer of newspaper, being carefully warmed up with an iron. The heat from the iron softens the glue and the stamp can be pulled off the envelope. It is illegal to re-use an already cancelled stamp,. but you are completely within the law if use non-cancelled stamps! for one single stamp this seems to be too much efforts, but if you have a dozen or so or ran out of stamps on a weekend – go for it!

Yes, two way's that I know. Breath on it, you know like when you clean your glasses. Do that breathing a little bit, then peel, repeat this until your stamp is free.
Or, run hot water in the sink and bring the envelope over to the faucet. While the steam is rising from the hot water, slowly peel off the stamp, slowly now so it doesn't rip. Take your time, it works. :) No big deal.
Or cut it out and paste on another envelope. Cause you know you can't put scotch tape over them and mail anything. Post Office's do not accept that.

WD-40 will do the trick but you'll have to wash them when you're through.
By the way, it is unlawful to use a stamp more than once even if it is uncanceled.

In India, it is illegal to reuse any uncanceled stamp The postal department have experts to examine randomly stamps affixed on packets and parcels. Those found guilty are heavily fined or dragged to Court of Law.
