I think something like pre-marital counseling is a great idea and a good investment --- I'm glad you're considering it. Free though? I don't suppose you expected any other part of your wedding preparations to be free of charge...and what of it's quality if it were?! The closest thing to cheap would be getting a book on the topic that you would both agree to read and discuss. There may even be a video you can watch together.

I don't know how good it is. I guess that depends on your ability to communicate effectively on your own.
And Prepare/Enrich is often offered to the general public by both counseling professionals (who probably charge their standard $200+/hour) and by clergy that will only charge you the cost of the materials or a sliding scale fee or donation.

See if your insurance at work covers counseling . Me and my husband went to pre-marital counseling before we got married to make sure if we were on the same page. I looked into my insurance at work and I found out that we had a provider for counseling.

Check with your local County Court Clerk.
I know for divorces, a lot of states now have "conciliation counseling", for those contemplating or in the middle of divorce, to try to patch things up.
It might be that they can point you to the right direction, if nothing else.

If you have financial problems, and can't afford pre marital counseling, how in the world do you think you can afford to be married? Unexpected expenses take money.
Maybe there is a mental health clinic in your area who takes payments on a sliding scale (that is, they adjust the fees according to your incomes).
