I am trying to make this for Halloween. I was thinking use clay to build up the brow and nose on a blank mask I can buy at Michaels, then buying fur/hair and attaching, then paint the whole mask tan. Would this work? Are there any other ideas that could work better, maybe with latex or something? I have never made this type of thing before so any tips would be appreciated. Thanks!!

i think that would work,but make sure you have a good base that doesnt crumble when it's dry and that its not too heavy when you're wearing it.good idea!

Clay would be really heavy, it would just pull the mask down even if you could find a glue that would hold it. How about swimsuit lining from the fabric store? It looks like skin and you can stuff it to build out the brow.
