I don't think any of those age groups is all three of those things.
Productive - 30-39 because they are right in that middle management stage of their career. This is when what they do now impacts the rest of their life. So, they work the hardest in life and in their careers.
Powerful - 60-69 because this is where most politicians and bureaucrats are. This is the peak of one's influential life.
Wise - 70+ because that's what my grandpa told me to say. ;-)

Why? Older really does equal wiser in most cases.

Most physicists do their best work in their 20's and 30's. Grandma Moses took up painting in her 60's.
Age matters not. Although I wouldn't bet on group a).

I say: G because they have experince and have had the time to make mistakes and learn from them. If you notice most people in their 60's don't ever stop-very busy, and they are powerful as they've had the time to build the power along with wisdom.

I think it's a. If you think about it that is the age that they are learning everything from their parents. That is the age that they learn racism and ignorance from their parents' teachings. I can remember mostly everything that my family taught me at that time and it has stuck with me in life.
