c is the the closest, but not really accurate. The problem was not so much "ethnic diversity" as was "ethinic regionalism". There is ethnic diversity in the US, with large populations of Irish, Italians, Poles, Germans, etc... But that does not cause a problem because they are spread relativiely uniformly over the entire country and they shaare a common community with other ethnic groups. This was not true in Austria Hungary, where specific ethnic groups were concentrated in specific regions. They did not share a common community with other ethnic groups. This gave rise to internal rumbelings of nationalism within the various ethnic groups, with each demanding their own level of control of local matters and eventually demands for complete independence.

A) suits the most. Yes, ethnic difference was a problem in the age of nationalism, and World War I put an end to the monarchy, but the empire was doomed as soon as its birth in 1867 becuase it was based on obsolete feudalistic power.
