It technically does. However, glue doesn't stick to itself; the glue that comes out is the glue that isn't touching the sides of the bottle.
People don't seem to realize that the inside of any bottle isn't a vaccuum - if that were true, the glue would never come out. There is not enough air inside the bottle, however, to dry its contents out.
Wet glue sticks to surfaces because it is an adhesive; it does not need to be dry to do so. Therefore, the glue touching the inside walls of the bottle are sticking to the bottle, but can still be 'moved' via pressure on account of its wetness. That, and the volume of the glue touching itself cannot dry to itself.
Glue is sticky, wet or not. It can just be moved and molded while wet. The dryer the glue, the more rigid the bond.

Glue is designed to dry and stick when it is exposed to air. If u left the glue bottle open then it would stick to the inside of the bottle.

Because it's not allowed to dry. The bottle is relatively airtight so the water in the solution doesn't evaporate and the glue never dries out like it would on the surfaces you apply it to. Now if you leave the lid unscrewed that's a whole other story. = )

Because it's wet in the bottle and the glue can't dry unless its exposed to air.

because it needs to be exposed to air, the bottle that it is in, is air-tight.
