Something still may be obstructing the bowl. If a auger still won't help then maybe remove the bowl and flush it with waterhose. If it still doesn't work, then check your vent line on roof or wherever it may be, sometimes birds place their nest inside and keep atmospheric air from entering, causing very slow drain. In this case try to reach whatever is obstructing with a pole and clamp or be creative. Shoot! run the snake down the vent. Good Luck!

Could be something stuck in the bowls trap. Example: Say a toothbrush falls in and gets stuck in the trap. The paper will then get hung-up on it and cause a blockage that slows the water and waste from going through. You run a 3/8" snake through it, and the snake goes through the paper but it reseals after you remove the snake. Try renting or buying a Closet Auger. It has a larger end on it and will clear out most things that can get stuck in the trap.

The main sewer line from the house may be clogged with roots. Fill all the sinks + tub in the house. drain them all at once and flush the toilet. If the water in the sinks and tub drain, you've got sumpin' stuck in the toilet.

do you have a vent line on your toilet line?? if you don't then it will not flush right and if you do check your vent line.
