Ensure that the basement is well vendilated and there is air intervention.
Also, you could try masking the stale smell by spraying air fresheners.
Alternatively, you may also place some charcoal in a small racksack.
The charcoal or lumps of coal is supposed to absorb not only the stale smell around the area but also helps to absorb surrounding moisture of dampness, really helps.
Either that, or you could use some sort of air purifier, it works just as well.

Make sure it is not damp and then air it out with a fan and open a window. Spray some Odium or put some air fresheners, like plug-ins in the basement. If it is a moldy smell you may have to get professional help. To get a clean smell use the above after you have washed the floor and walls with Pine sol or another heavy duty cleaner.

There are a couple of things you can do. If it's an unfinished basement you can mop the floor with a bleach solution. If it's finished then use Lysol spray and a lot of it. Purchase a dehumidifier. Dehumidifying is the answer to keeping clean air once you've cleaned.

I found the best way to remove stale air is to place a container w/charcoal in it. It will absorb to odor. You might also try kitty litter.

They have those bags now that you hang and they absorb the moisture, and a paint that keeps the moisture out. They should never build a basement without digging about a foot out from it and filling that area with gravel. That way you never have any smell and mildew.

I would recommend getting a dehumdifier sounds like you have a little moisture building up down there. I would try to open up some windows and air it out.

try to get some fresh air flowing through there as much as possable. keep spraying a odor neutralizer down there for a couple of days. then you can keep up with it with a dehumidifer.
